02 NCAC 60B .1007 FISHING (a) A person may fish in any waters in State Forests if the person obeys all state fishing laws and rules. (b) A person may fish in any waters of any Educational State Forest if the person first obtains a permit from the Forest Supervisor's office and obeys all state fishing laws and rules.

I believe the short trail is stroller friendly. The longer trail is somewhat tougher.
