It depends. There is a dirt road that takes you to a parking lot above the falls; it’s less than 5 min to the falls. If you park down by the main road (near the restaurant), it’s a little over a mile hike to the falls. It’s fairly easy hike, not super steep or narrow.

Yes, I believe that it is. It is possible to drive to the top of the falls instead of hiking the trail although I'm not sure about getting the wheelchair from the parking lot to the falls as we did not go that route. Also, the trail itself is paved and wide, so it is worth going just for the river views. To the best of my memory, there are stairs getting from the bottom of the falls to the top but the views along the way are spectacular.
