Yes, imyou can fish 24 hours. The pier master office to let you on, if you are not a member, closes at 4pm. We got there around 3pm and stayed all night. $10 for non members.

If you buy a yearly pass they issue a key to you. You can then use the pier 24/7. Otherwise you have to get on the pier during office hours. You may stay beyond 4 PM but once you leave the gated area you will be locked out. They are extending office hours on Friday and Saturday evenings during the summer time.
