First responders were dispatched to the Penn–North neighborhood after at least 25 people experienced overdose symptoms on Thursday, July 10

Police and fire responded to a neighborhood "in reference to multiple individuals experiencing overdose symptoms".

Officials did not disclose what substances the victims had used, though community organizers told The Baltimore Banner there were rumors of a “bad batch” of drugs in the neighborhood.
