Before you download and install Data Loader, understand the installation and login considerations. Each release of Data Loader has its own list of supported operating systems and hardware requirements.

Navigate to Your Name > Setup and on the left in the setup toolbar find Data Management, expand this with the blue arrow to the left and click on Data Loader. See the following image for reference
