There is this Interview with one of the producers and Kiryu's and Majima's VA and Majima's VA says he was Very disappointed Majima wasn't one of the playable Characters in 4 and 5 then the producer said that Majima was a good supporting character.

Kiryu was apart of the Dojima Family and Majima was apart of the Shimano Family. Majima lost his eye and was sent to Sotenbori as a punishment for not obeying orders.

Aug 19, 2021 · Majima is basically leashed in 0. By the end of it, we can interpret that he is kind of honoring the people he met in 0 and living life "unleashed" now that he's free. In general though, it's just the result of the amalgamation that is Majima as he's continually changed/modified throughout the series.
